GeM is an e
market for different goods and services procured by Government Organizations /
Departments / PSUs. It facilitates online procurement of common use Goods &
Services required by various Government Organizations / Departments / PSUs. GeM
aims to enhance transparency, efficiency, and speed in public procurement. It
provides the tools of e-bidding, reverse e-auction and demand aggregation to
facilitate the government users, achieve the best value for their money. The purchases
through GeM by Government users have been authorised and made mandatory by
Ministry of Finance by adding a new Rule No. 149 in the General Financial
Rules, 2017.
The mission
of GeM is to:

a unified procurement policy to encourage behavioural change and derive reform.
- Establish
a lean, dynamic organization capable of continuous innovation and market driven
decision making.
- Build
an easy to use, fully automated platform to ensure transparency and efficiency
in procurement.
- Demonstrate
commitment to delivering value by ensuring right quality at right price.
- Create
a sustainable ecosystem covering all stakeholders and driving inclusive
development in India.
GeM, being
a centralised e market place, successfully breaks the barriers of region, religion,
caste, rich, and poor. Big companies or small, medium, or micro companies all
find opportunities on this platform. Various promotion schemes of Government of
India in support of MSMEs (Micro, Small, and Medium Enterprises) are very
effective in taking the nation on the path of inclusive development.
Special provisions are also provided in support of women only enterprises and enterprises run by
members of Scheduled Castes and Scheduled Tribes. GeM provides a platform for
economic growth of SC/ST communities.
